Tele-Law Disha Regional Workshop 2026 to Focus on Technology-Enabled Access to Justice
A regional programme-cum-workshop under the Tele-Law initiative (Disha) will be held on 22 March 2026 at Kurukshetra University in Haryana, bringing together policymakers, judicial representatives and legal practitioners to examine how technology-enabled legal services can strengthen access to justice. Organised by the Department of Justice under the Ministry of Law and Justice, the event forms part of the Government of India’s ongoing efforts to expand the reach and effectiveness of digital legal support services.
According to an official announcement published by the Press Information Bureau and available on the PIB website, the workshop will be addressed by the Minister of State (Independent Charge) for Law and Justice, Arjun Ram Meghwal, alongside the Chief Minister of Haryana, Nayab Singh Saini. Both are expected to reflect on the role of digital solutions in governance and in ensuring more inclusive access to justice.
Strengthening access to justice through digital services
The workshop is being convened under the Tele-Law initiative for designing innovative solutions for comprehensive access to justice, known as Disha. Implemented as a centrally sponsored scheme by the Department of Justice, the programme focuses on providing technology-enabled legal services, particularly to underserved and remote communities.
The event will open with the arrival and स्वागत of dignitaries, followed by the flagging off of a Disha awareness van, symbolising outreach and last-mile connectivity. A ceremonial lighting of the lamp will take place after dignitaries take their seats.
Programme highlights and thematic sessions
A cultural segment will mark 150 years of the national song Vande Mataram, with a performance by local artists highlighting its historical and cultural significance in India’s independence movement.
The Secretary of the Department of Justice will deliver the welcome address, setting the context for the workshop. This will be followed by a session showcasing the progress of the Disha scheme in Haryana, including direct interactions with Tele-Law panel lawyers, village-level entrepreneurs and beneficiaries. These exchanges are intended to illustrate the practical impact of technology-based legal services at the grassroots level.
An additional segment will focus on pro bono legal services initiatives launched by law colleges in Haryana. Faculty members and students engaged in community legal services will share their experiences, offering insights into the contribution of academic institutions to access-to-justice efforts.
Knowledge resources and participation
The programme will also include the formal release of five e-books on customary laws of India’s north-eastern region, aimed at preserving and disseminating indigenous legal knowledge. In addition, a documentary on the Disha scheme produced by Doordarshan will be launched, outlining its vision, implementation approach and impact across the country.
Approximately 900 participants are expected to attend in person, including officials from the Punjab and Haryana High Court, the Haryana State Legal Services Authority, bar associations, government advocates, and village-level entrepreneurs associated with Common Service Centres. Faculty members and students from several universities and law institutions, along with senior officials from central and state administrations, will also be present. Other stakeholders and citizens will join the workshop virtually.
Part of a wider national effort
The Kurukshetra workshop is one of a series of regional programmes being organised nationwide to engage state administrations and stakeholders, review implementation progress, and further strengthen justice delivery mechanisms. The event will conclude with the distribution of mementoes, a vote of thanks by the Joint Secretary (Access to Justice), and the national anthem.
