Singapore Introduces Cross-Border Railways Bill To Enable RTS Link Border Operations

Singapore has introduced new legislation to support the operation of the upcoming Johor Bahru–Singapore Rapid Transit System (RTS) Link, establishing a legal framework for cross-border immigration, customs and security procedures. The Cross-Border Railways (Border Control Co-Location) Bill, tabled in Parliament by Second Minister for Home Affairs Edwin Tong, will enable border authorities from both Singapore and Malaysia to conduct clearance operations within designated areas at stations serving the rail line. The legislation supports the RTS Link, a key bilateral transport project intended to improve connectivity between Singapore and Johor Bahru. By allowing pre-clearance procedures before passengers board trains, the system aims to streamline cross-border travel while maintaining strict immigration and security controls. The approach reflects broader regional efforts to modernise transport infrastructure and integrate digital and operational systems, similar to initiatives discussed in AI and data-driven mobility systems shaping next-generation transport networks.

Designated Areas For Cross-Border Clearance

Under the proposed law, designated areas (DAs) will be established in Singapore where Malaysian Customs, Immigration and Quarantine (CIQ) officers can conduct border checks. For the RTS Link, this zone will be located at Woodlands North station. Public notices will mark the perimeter of these areas so travellers are aware when they enter spaces where Malaysian border procedures apply.

Within these designated areas, Malaysian officers will be authorised to verify travel documents, screen passengers and inspect goods bound for Malaysia. They will also have the authority to refuse entry to travellers or prevent the importation of goods that do not meet Malaysian requirements.

Singapore law will continue to apply within the designated areas, and only Malaysian pre-clearance officers formally recognised by Singapore will be permitted to carry out official duties. The bill also provides certain protections and immunities for Malaysian officers while they are performing their official responsibilities in Singapore.

Reciprocal Powers For Singapore Officers In Malaysia

The legal framework is designed to operate on a reciprocal basis. Singapore CIQ officers stationed at Bukit Chagar station in Johor Bahru will receive equivalent powers and protections under Malaysian law when carrying out their duties.

Joint Security And Incident Response Framework

Beyond immigration procedures, the bill establishes mechanisms for security coordination and operational safety. Authorities from both countries have developed a comprehensive set of standard operating procedures for incident management covering situations that may occur on trains travelling between Singapore and Malaysia.

Both governments will hold concurrent criminal jurisdiction over incidents occurring on trains in transit and along the railway tracks between the two countries. Such arrangements are intended to ensure rapid response and clear accountability for cross-border operations, aligning with broader public-sector efforts to strengthen critical network resilience in Singapore.

Once operational, the RTS Link is expected to play a central role in easing congestion at the Singapore–Malaysia land border while supporting more efficient regional mobility. The new legislation forms a key part of the governance framework required to operate a cross-border rail system that integrates infrastructure, security and immigration processes across two national jurisdictions.
