New Zealand Establishes Government Digital Delivery Agency

New Zealand has established the Government Digital Delivery Agency (GDDA) from 1 April 2026, bringing key digital leadership and delivery functions into the Public Service Commission. The new agency consolidates responsibilities previously held by the Government Chief Digital Office within the Department of Internal Affairs. The move is intended to strengthen system leadership, delivery support and capability development across government, supporting the continued improvement of digital public services.

The change follows final decisions confirming the transfer of identified Government Chief Digital Office (GCDO) functions from the Department of Internal Affairs (DIA) to the Public Service Commission (PSC). According to the official announcement on Digital.govt.nz, these functions will now operate under the newly formed GDDA, which will focus on improving coordination and delivery of digital initiatives across the public sector.

Bringing Digital Leadership and Delivery Together

The GDDA combines several roles that support government agencies delivering digital services. These include system leadership, operational delivery support and capability development across the public service. By placing these responsibilities within the Public Service Commission, the government aims to strengthen alignment between digital delivery and wider public sector management and capability programmes.

The consolidation reflects an ongoing effort to ensure that digital initiatives are coordinated effectively across departments. New Zealand’s public sector has been pursuing broader transformation efforts to modernise services and build digital capability, including initiatives highlighted in efforts to future‑proof state‑owned enterprises through digital transformation and talent development.

Supporting the Delivery of Digital Public Services

The GDDA will continue supporting agencies responsible for delivering digital services to the public. This includes providing guidance, frameworks and operational support to help ensure services are accessible, secure and responsive to public needs.

Digital delivery across the public sector has become increasingly central to policy implementation and service access. Programmes such as New Zealand’s smart health roadmap for diabetes care demonstrate how coordinated digital capability can support complex service delivery across multiple agencies.

By bringing together leadership and operational support under a single agency, the government intends to strengthen the consistency and effectiveness of digital service delivery throughout the public sector.
