New NAIAX Off-Ramp to NAIA Terminal 3 Opens to Ease Airport Traffic

A new westbound off-ramp on the Ninoy Aquino International Airport Expressway (NAIAX) leading directly to NAIA Terminal 3 in Pasay City opened on 27 March 2026, with the government aiming to reduce congestion around Manila’s main airport. The 320‑metre road is expected to shorten travel time for motorists coming from SLEX, Skyway Stage 3 and Lawton Avenue by 15 to 25 minutes during peak traffic. Further details about the project were outlined in a report by the Philippine News Agency.

President Ferdinand R Marcos Jr led the opening of the NAIAX westbound off-ramp at Andrews Avenue in Barangay 183, Pasay City. The project is intended to improve traffic flow around the airport and provide more predictable travel times for passengers and airport-bound vehicles.

Infrastructure Project Targets Airport Congestion

The new access road separates airport-bound vehicles from local traffic along Andrews Avenue, a busy corridor serving both the airport and nearby commercial districts. Officials estimate the change could reduce vehicle volume at the Andrews Avenue–Newport intersection by 30% to 40%, easing congestion for commuters and residents in Newport City and Villamor.

The project forms part of a broader effort to upgrade infrastructure around NAIA and improve connectivity between its terminals. Congestion and inefficient inter-terminal transfers have long affected passenger experience, particularly when unpredictable travel times cause delays for connecting flights.

The president was joined at the opening by Acting Public Works and Highways Secretary Vivencio B Dizon, Acting Transportation Secretary Giovanni Lopez, Toll Regulatory Board Executive Director Atty Jose Arturo Tugade, Pasay City Mayor Imelda Calixto-Rubiano, and San Miguel Corporation Chairman and CEO Ramon S Ang.

Part of Wider Transport Connectivity Improvements

During the event, President Marcos noted that other transport links are also being expanded to ease mobility across Metro Manila and nearby regions. These include the opening of a connector road linking CAVITEX and C5, as well as additional road connections aimed at improving access towards Central Luzon.

According to Ramon S Ang, the project cost approximately PhP1 billion. San Miguel Corporation served as the concessionaire and operator for the project, which was completed in December 2025 before opening to the public in March 2026.

Supporting Airport Modernisation and National Connectivity

The off-ramp was developed following directives from the president for agencies to prioritise infrastructure that improves mobility and reduces congestion across Metro Manila. It also supports the broader modernisation of NAIA under the government’s public-private partnership (PPP) programme.

Improving transport connectivity is increasingly viewed as a critical component of national development alongside digital infrastructure initiatives such as the Philippines’ National Digital Connectivity Plan. These efforts aim to strengthen mobility, economic productivity and access to services across the country.
