Indonesia Summons Meta and Google Over Compliance With Child Online Safety Regulation

Indonesia’s Ministry of Communication and Digital Affairs (Komdigi) has initiated enforcement measures against several major digital platforms to ensure compliance with national rules designed to protect children online. The action follows concerns that some platforms may not be meeting requirements under the government’s regulation on the governance of electronic systems for child protection, known as PP TUNAS. Authorities say the process forms part of a structured oversight framework aimed at ensuring digital services operating in Indonesia meet legal obligations related to safeguarding minors.

According to an official statement from the Ministry of Communication and Digital Affairs, Minister Meutya Hafid confirmed that Meta and Google have been formally summoned for examination over alleged non-compliance with provisions of the regulation. The concerns relate particularly to requirements for disabling accounts belonging to users under the age of 16.

Regulatory Oversight Under the PP TUNAS Framework

The ministry explained that enforcement actions follow a structured monitoring process established under PP TUNAS. Oversight begins with routine monitoring, followed by further examination where potential violations are identified. If non-compliance persists, administrative sanctions may be imposed in stages.

Officials emphasised that the enforcement process is being conducted cautiously to avoid maladministration while ensuring that any regulatory actions are supported by a clear legal basis. The policy reflects Indonesia’s broader efforts to strengthen regulatory frameworks that support safer online environments for children.

Warnings Issued to Additional Platforms

In addition to the summons issued to Meta and Google, Komdigi has sent warning letters to TikTok and Roblox. The ministry has asked both platforms to demonstrate full compliance with the commitments they previously communicated to the government.

If significant improvements are not demonstrated, the ministry indicated that the next step would be formal summons and examination similar to the process now underway with other platforms.

Platforms Recognised for Early Compliance

While enforcement action is ongoing, the government also acknowledged platforms that have already implemented required safeguards. Bigo Live and X were recognised for introducing age verification mechanisms and disabling accounts belonging to users under 16 in line with the regulation.

Strengthening Digital Child Protection in Indonesia

The ministry stressed that the measures are not purely administrative but part of the state’s responsibility to protect children in digital environments. Authorities have also reminded companies operating in Indonesia’s digital ecosystem that they are required to comply with national policies and regulations.

The enforcement initiative aligns with wider national efforts to improve online safety, including programmes promoting digital literacy and ethical online behaviour among young users. Komdigi stated that it will continue intensive monitoring and is prepared to take further action against platforms that fail to meet regulatory obligations.
