Indonesia Sets 16 as Minimum Age for Platform X Under PP Tunas Rules

Platform X has set a minimum user age of 16 in Indonesia, aligning its local policy with Government Regulation No 17 of 2025 on the Governance of Electronic Systems for Child Protection, known as PP Tunas. The change places Indonesia among jurisdictions where platforms are required to take clearer responsibility for child safety online, with enforcement measures scheduled to begin later in March 2026.

The update was confirmed by the Ministry of Communication and Digital and reported by ANTARA News. According to the ministry, the decision reflects growing regulatory expectations that high-risk social media and networking services must actively limit children’s exposure to harmful online environments.

Regulatory compliance under PP Tunas

Alexander Sabar, Director General of Digital Space Supervision at the Ministry of Communication and Digital, said the platform’s move demonstrated compliance with national rules while reinforcing online child protection. PP Tunas restricts access to high-risk platforms for users under 16, requiring providers to take preventive and corrective action.

In a letter dated 17 March 2026, X confirmed it would follow PP Tunas provisions. The company has also updated its Indonesian Help Center to reflect the revised age requirements, signalling that the policy is being operationalised rather than remaining a formal commitment.

Enforcement measures and monitoring

From 27 March 2026, X will begin implementing an action plan to identify and deactivate accounts that do not meet the minimum age threshold. The ministry has indicated it will conduct periodic monitoring to ensure the platform’s enforcement measures are consistent and effective.

Implications for other digital platforms

The ministry has urged all Electronic System Providers (PSEs) that received formal notices from Minister Meutya Hafid to respond promptly and take similar steps. Officials have stressed that consistent compliance across platforms is essential to building a safer digital ecosystem for children.

Under PP Tunas, accounts belonging to children under 16 on high-risk platforms are to be deactivated to reduce exposure to harmful content, cyberbullying and digital fraud. This approach complements wider government efforts outlined in Indonesia’s child protection strategy in the digital era and ongoing work to ensure that regulation and platform responsibility strengthen online safety.

The age restriction also sits alongside broader digital governance initiatives, including measures such as biometric SIM registration, which aim to improve accountability and security across Indonesia’s digital services landscape.
