India Unveils District-Level Agricultural Roadmap for Sustainable Farming in Madhya Pradesh

India’s Ministry of Agriculture and Farmers Welfare has released a district-level agricultural development roadmap for four districts in Madhya Pradesh, aimed at improving farm productivity, sustainability and farmer incomes. The plan focuses on crop diversification, efficient water use, scientific farming practices and improved seed systems. Announced during the Unnat Krishi Mahotsav in Raisen, the initiative also promotes digital tools, integrated farming models and stronger coordination between research institutions and farmers.

According to an official government press release, Union Minister for Agriculture and Farmers Welfare Shivraj Singh Chouhan launched the agricultural roadmap for Sehore, Raisen, Vidisha and Dewas districts while engaging directly with farmers and agricultural scientists. The announcement formed part of the second day of the agricultural festival, where discussions focused on crop insurance, integrated farming and the practical challenges faced by farmers.

District-Specific Agricultural Planning

The roadmap has been designed around the local climate, soil conditions and water availability in the four districts. It aims to improve farm profitability while encouraging sustainable agricultural practices, including climate-resilient cultivation, better water conservation and improved access to markets.

Officials indicated that block-level, location-specific action plans will be developed to ensure the strategy reflects local agricultural conditions. The initiative is intended to move beyond general productivity targets and instead encourage farmers to select crops suited to their soil, climate and available resources.

The programme also seeks to reduce dependence on traditional crops such as wheat, paddy and soybean. Farmers are being encouraged to consider alternative crops with higher value potential, including vegetables such as tomato, onion, garlic, okra and capsicum, along with fruit crops such as pomegranate. Newer crops, including dragon fruit and avocado, are also being explored where suitable.

These changes align with wider national efforts to integrate digital tools, research and data-driven decision-making in agriculture, as seen in initiatives supporting frontier technologies in farming across India.

Recent policy discussions on frontier technology in India’s agriculture sector highlight how data, digital platforms and advanced technologies can help farmers optimise crop choices, improve yields and manage climate risks.

Focus on Water Management and Soil Health

Water management is a central concern in the four districts. A large share of irrigation relies on groundwater, and officials noted that groundwater levels in several areas have reached critical levels. Weak soil health and limited value addition in agricultural production were also identified as key challenges.

To address these issues, the roadmap emphasises efficient water use, soil testing and balanced fertiliser application. Farmers are encouraged to obtain soil health cards and adopt scientific nutrient management practices to reduce costs while protecting soil fertility.

A new Soil Mobile App has also been introduced to support scientific farming practices. The application enables farmers to access fertiliser recommendations for specific crops based on soil conditions, helping them determine the correct quantity of nutrients required in their fields.

Digital and satellite-based agricultural technologies are increasingly being integrated into farming systems across India. For example, initiatives highlighted in space-enabled smart agriculture programmes demonstrate how data and remote sensing can support more resilient and efficient agricultural planning.

Seed Villages and Improved Planting Material

The roadmap places strong emphasis on improving seed quality as a foundation for higher productivity. Under the proposal, selected villages in each block will be developed as “seed villages” to produce high-quality seeds locally.

The Indian Council of Agricultural Research (ICAR) will support the initiative by providing breeder seeds and technical guidance. Officials estimate that access to improved seed varieties could increase agricultural productivity by up to 20%.

Shared Machinery and Clean Plant Centres

The minister also highlighted the importance of improving farmers’ access to agricultural machinery. As many farmers cannot afford to purchase expensive equipment individually, the government plans to promote machine banks and custom hiring centres.

Panchayats may play a key role in establishing these facilities, allowing farmers to rent machinery at affordable rates when needed. The plan proposes setting up at least five custom hiring centres in every block.

In addition, the central government is considering establishing a Clean Plant Centre in Madhya Pradesh to ensure farmers have access to certified, disease-free planting material. Nurseries will also be developed to supply verified and tested plants.

Strengthening Infrastructure and Farmer Organisations

Improving post-harvest infrastructure is another priority. Farmers growing perishable produce such as fruits and vegetables often face losses due to the lack of cold storage and transport facilities. The roadmap therefore proposes expanding cold chain systems, pack houses and cold storage infrastructure with support from national agricultural infrastructure schemes.

The government also plans to strengthen Farmer Producer Organisations (FPOs) to enable collective marketing and processing. By working together, farmers may be able to access better prices, invest in processing facilities and reduce losses caused by market price fluctuations.

Research institutions, agricultural colleges and Krishi Vigyan Kendras in and around Bhopal will be linked more closely with farmers to provide ongoing technical guidance. Officials expect that this coordinated approach between scientists and farmers will support the practical implementation of the district-level agricultural roadmap.
