India Expands Youth Skill Development Through NSS, Skill India and NEP Initiatives
The Government of India is expanding youth skill development through coordinated measures under the National Service Scheme (NSS), the Skill India Mission and the National Education Policy (NEP) 2020. Together, these initiatives aim to strengthen employability, civic engagement and workforce readiness across schools, higher education institutions and community settings. The approach links vocational education, career services and industry-relevant training, while also addressing regional skill needs through state and district-level implementation.
Leadership and community training through NSS
Under the Ministry of Youth Affairs and Sports, the NSS runs structured training programmes for student volunteers, including an Effective Leadership Programme focused on public speaking, professional ethics and social responsibility. These activities are delivered through regular training and seven-day special camps.
Senior volunteers and external experts guide participants on community-based themes such as watershed management, wasteland development, disaster response, slum area development and literacy campaigns. Sessions also cover stress management and personal development. As of March 2026, around 3.88 million volunteers are enrolled in NSS across all states and union territories.
Skill India Mission and workforce preparedness
The Skill India Mission, led by the Ministry of Skill Development and Entrepreneurship, delivers skill, reskilling and upskilling programmes through a nationwide network of training centres and institutions. Key schemes include the Pradhan Mantri Kaushal Vikas Yojana (PMKVY), Jan Shikshan Sansthan, the National Apprenticeship Promotion Scheme and the Craftsmen Training Scheme delivered through Industrial Training Institutes.
These programmes are designed to prepare young people for industry-aligned roles and future labour market demands, complementing other national efforts to upskill the workforce. Implementation is coordinated with State Skill Development Missions and District Skill Committees to identify local demand and available training infrastructure.
Mainstreaming vocational education under NEP 2020
NEP 2020 recommends integrating vocational education into mainstream schooling and higher education. Under the vocational component of the Samagra Shiksha scheme, students from Classes 9 to 12 are offered vocational courses aligned with the National Skills Qualification Framework. At secondary level, these are offered as additional subjects, while at senior secondary level they are provided as mandatory optional subjects.
Employability skills—including communication, self-management, information and communication technology, entrepreneurship and green skills—have been made compulsory within vocational curricula. The National School Education Curriculum Framework developed under NEP 2020 sets out clear objectives to build vocational competencies that enable students to enter the workforce after school, if they choose.
Pathways from school to higher education and careers
PMKVY 4.0 is also being implemented in schools through the Skill Hub Initiative, in collaboration with the Department of School Education and Literacy. The initiative offers blended learning models intended to support long-term career progression. In higher education, the University Grants Commission has enabled institutions to offer skill-based programmes aligned with the National Skills Qualification Framework.
These reforms align with wider education system changes, including efforts to improve access to learning resources and capacity-building across institutions.
Career services and private sector participation
The Ministry of Labour and Employment operates the National Career Service portal, a one-stop digital platform providing information on public and private sector jobs, job fairs, career counselling, mentorship and skill development opportunities. The service is accessible online at www.ncs.gov.in.
In parallel, corporate social responsibility organisations—including SBI Foundation, Piramal Foundation, Paytm Foundation and Reliance Foundation—have joined the Ministry’s Mera Yuva Bharat digital platform. SBI Foundation and Reliance Foundation have published scholarship opportunities on the portal to broaden access for young people.
