Ho Chi Minh City Sets Three Strategic Tasks for Quang Trung Software Park

Ho Chi Minh City has outlined three strategic priorities for the Quang Trung Software Park as part of a broader effort to shift the city’s digital economy from software outsourcing towards innovation-led growth. Announced at the park’s 25th anniversary on 16 March, the agenda positions the technology hub as a testing ground for smart urban solutions, a connector for domestic firms into global supply chains, and a driver of digital transformation across surrounding industrial zones.

Repositioning a national technology hub

Speaking at the ceremony, Bui Hoang Phuong, Deputy Minister of Science and Technology, said Quang Trung Software Park should redefine its development trajectory by moving gradually from a focus on software outsourcing to technology creation and ownership of products and solutions. While outsourcing can produce billion-dollar enterprises, he noted that it is unlikely to enable Viet Nam to become a leading global technology power or nurture companies capable of shaping international technology trends.

The Ministry of Science and Technology, he added, will continue to improve the institutional environment and strengthen support for research and development to help the park grow sustainably and become a leading national centre for digital technology and innovation. These ambitions align with wider national initiatives, including efforts to expand advanced digital infrastructure such as 5G connectivity and deepen international cooperation in emerging fields such as artificial intelligence.

Three implementation-focused priorities for 2026–2030

Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee, described Quang Trung Software Park as both a national model and a “technology fortress” underpinning the city’s economic autonomy and international competitiveness. Looking ahead to the 2026–2030 period, the city has assigned three major, execution-oriented tasks to the park in support of Politburo Resolution 57 and the city’s Action Plan 48.

  • Urban solution testbed: The park is expected to serve as a real-world testing environment for advanced urban management solutions, including smart transport, energy management and public security systems, before scaling them across the city.
  • Domestic enterprise integration: Quang Trung Software Park should act as a lead connector, enabling Vietnamese technology firms to participate more deeply in the supply chains of multinational corporations operating on site, and to develop “Made by Ho Chi Minh City” products that directly address productivity challenges.
  • Regional digital spillover: The park is tasked with supporting digital transformation in neighbouring industrial parks and export processing zones, contributing to a broader shift towards a high-technology regional economic structure.

Track record and ecosystem development

Established in 2001, Quang Trung Software Park has developed a dynamic digital technology ecosystem over 25 years. It currently hosts 27 investors and more than 120 technology enterprises, delivering over 650 technology products and solutions to domestic markets and more than 30 countries. Cumulative revenue generated by firms in the park is estimated at around VND 138 trillion, including over US$4.35 billion in export revenue.

Beyond modern telecommunications infrastructure and internationally standardised data centres, the park has built an innovation ecosystem comprising five innovation centres and a collaborative network linking businesses, universities and research institutes. This network supplies more than 3,000 technology professionals to the labour market each year, reinforcing the city’s broader digital transformation agenda alongside initiatives seen in other urban centres such as Hanoi.

Partnerships and future directions

As part of the anniversary programme, Quang Trung Software Park signed multiple cooperation agreements with enterprises, industry associations and educational institutions. These partnerships focus on semiconductor development, strengthening the innovation and digital talent ecosystem, and accelerating the deployment of digital transformation solutions. Such efforts complement Viet Nam’s growing engagement with international partners, including recent moves to strengthen AI collaboration with the European Union.
