Ho Chi Minh City Sets Three Strategic Tasks for Quang Trung Software Park

Ho Chi Minh City has outlined three strategic priorities for Quang Trung Software Park as the technology hub marked its 25th anniversary on 16 March. City leaders and national officials used the milestone to call for a shift from software outsourcing towards innovation-led growth, positioning the park as a testbed for urban solutions, a connector for domestic firms, and a driver of digital transformation across the wider industrial region.

From outsourcing to technology ownership

Speaking at the ceremony, Bui Hoang Phuong, Deputy Minister of Science and Technology, said Quang Trung Software Park needed to redefine its development trajectory. He argued that while software outsourcing can produce large enterprises, it is unlikely to help Viet Nam become a global technology leader or create companies capable of shaping international technology trends.

The Ministry of Science and Technology, he added, will continue improving the policy environment and strengthening support for research and development to enable the park to grow rapidly and sustainably. The longer-term objective is for Quang Trung to become a leading national centre for digital technology and innovation, aligned with broader trends such as the country’s growing role in artificial intelligence investment and cooperation, including initiatives highlighted in AI investment activity across Southeast Asia.

Three priorities for 2026–2030

Nguyen Van Duoc, Chairman of the Ho Chi Minh City People’s Committee, described Quang Trung Software Park as both a national model and a “technology fortress” supporting the city’s economic autonomy and international competitiveness. Looking ahead to the 2026–2030 period, the city has set out three concrete tasks to help implement Politburo Resolution 57 and the city’s Action Plan 48.

  • Urban innovation testbed: The park is expected to serve as a live environment for piloting advanced urban management solutions, including smart transport, energy management and public security systems, before scaling them across the city.
  • Strengthening domestic supply chains: Quang Trung should act as a lead connector, enabling Vietnamese enterprises to integrate more deeply into the supply chains of multinational corporations operating in the park and delivering more “Made by HCM City” technologies that address local productivity challenges.
  • Regional digital transformation: The park is tasked with extending its influence by supporting digital transformation in neighbouring industrial parks and export processing zones, contributing to a shift towards a high-tech regional economic structure.

He said the city has committed to accelerating transport and telecommunications infrastructure, developing a modern living environment to retain talent, and pursuing administrative reforms to resolve obstacles faced by businesses operating in the park. These efforts complement wider national initiatives such as the expansion of advanced connectivity, including 5G infrastructure supporting the digital economy.

A maturing digital ecosystem

Established in 2001, Quang Trung Software Park has developed into a sizeable digital ecosystem. After 25 years, it has attracted 27 investors and is home to more than 120 technology companies, delivering over 650 technology products and solutions to domestic markets and more than 30 countries.

Cumulative revenue generated by companies in the park has reached approximately VND 138 trillion, including more than US$4.35 billion in export revenue. Alongside modern telecommunications infrastructure and internationally standardised data centres, the park operates five innovation centres and a network linking businesses, universities and research institutes, supplying more than 3,000 technology professionals to the labour market each year.

During the anniversary event, multiple collectives and individuals from the park and its tenant companies received commendations from the President, the Government, the Ministry of Science and Technology and the Ho Chi Minh City People’s Committee. The park also signed new cooperation agreements with businesses, associations and training institutions, focusing on semiconductor development, innovation ecosystems and digital talent, reinforcing Viet Nam’s broader digital government and innovation ambitions, including areas of international collaboration such as AI cooperation with the European Union.
