China Introduces Rules Requiring Transparent Pricing for Funeral Services

China has introduced new regulations requiring funeral service providers to clearly display the prices of goods and services, as part of efforts to address long-standing concerns about opaque fees and inconsistent pricing practices. The rules, issued jointly by national regulators, aim to strengthen consumer protection in a sector closely tied to public welfare. Authorities say the changes are intended to make pricing clearer for families arranging funerals and improve oversight across the industry.

According to an announcement published by the Chinese government on 31 March 2026, the regulation was issued by the State Administration for Market Regulation and the Ministry of Civil Affairs. It introduces both general requirements for all funeral sector operators and additional provisions tailored to specific types of funeral service businesses.

Mandatory price disclosure for funeral goods and services

Under the new rules, operators must clearly label prices for all funeral-related goods and services. This includes ensuring that pricing information is easily visible to customers and that service items are described accurately and consistently.

Funeral service providers will also be required to publicly display supervision and complaint hotlines. The regulation further requires the use of standardised contracts for funeral services, providing clearer documentation of what families are purchasing.

In addition, businesses must introduce online price disclosure, making service information and costs accessible through digital channels. Regulators expect this to help address the long-standing lack of easily accessible pricing information in the sector.

Addressing long-standing consumer concerns

Authorities have described funeral services as an important public welfare issue affecting every household. However, the sector has faced persistent criticism for vague service descriptions, limited price transparency and the difficulty families face in understanding or questioning funeral costs.

Officials say the new measures are intended to reduce excessive or hidden charges while improving transparency and accountability among funeral service providers. By standardising how prices and services are presented, regulators aim to help families make more informed decisions during what is often a sensitive and stressful period.

Trial implementation beginning May 2026

The regulation will come into effect on a trial basis from 31 May 2026. During the trial period, authorities are expected to monitor how funeral service providers implement the requirements and assess their effectiveness in improving pricing transparency across the industry.
