Train Manufacturing Jobs Return to the Hunter Under Tangara Upgrade Program

Train manufacturing is set to return to the Hunter region under a NSW Government investment linked to the Tangara Life Extension program. Around 100 new jobs and 20 apprenticeships will be created through the establishment of two additional production lines, supporting a major refurbishment of Sydney’s ageing Tangara train fleet. The initiative aims to lift upgrade capacity, improve rail reliability, and rebuild local manufacturing skills as part of a longer-term transport and procurement strategy.

According to the official ministerial release, the A$447 million Tangara Life Extension program will extend the service life of 55 eight-carriage trains by more than a decade. Works include replacing internal cladding, upgrading computer operating systems, improving passenger information displays, and enhancing safety features such as emergency help points, door release systems, CCTV, and public address systems.

Expanding production capacity in NSW

The two new production lines in the Hunter will complement existing facilities at Auburn and Flemington. Together, these five lines will increase the pace of upgrades from 12 to 20 trains per year, allowing refurbished trains to return to service sooner. The expansion brings total employment on the Tangara Life Extension program to 320 people, with around 200 staff, including apprentices, already working at the Sydney sites.

Four Tangara trains are currently undergoing upgrades, with the first refurbished train now back on the network undertaking dynamic testing before re-entering passenger service. The program forms part of the government’s response to the Independent Rail Review, which highlighted the need to improve reliability across the rail network as rolling stock continues to age.

Rebuilding local manufacturing skills

The Hunter expansion is also intended to support future rail manufacturing in NSW. The skills developed through the Tangara upgrades are expected to contribute to the construction of a new Tangara fleet, with procurement scheduled to begin by 2027 under the Future Fleet Program. This program includes a 50 per cent local manufacturing target, aligning with broader efforts to strengthen domestic industrial capability.

This focus mirrors other state-based initiatives aimed at developing advanced industrial skills, such as strengthening AI and advanced manufacturing capabilities, which highlight the role of targeted investment in building a resilient workforce for complex infrastructure projects.

Economic and regional impacts

Government representatives emphasised the regional economic benefits of bringing train manufacturing back to the Hunter, a region with historical links to rolling stock production. The addition of new lines is also expected to deliver cost savings by accelerating the overall program timeline, allowing benefits to be realised earlier than previously forecast.

From an operational perspective, Sydney Trains has described the program as its most comprehensive refurbishment effort to date, combining system upgrades with modernised on-board technology and improved safety and accessibility features. Similar technology-led upgrades are increasingly seen across transport infrastructure, including initiatives such as real-time safety monitoring in other transport modes.

As upgraded Tangara trains progressively return to service, the program is expected to play a central role in reducing maintenance faults and supporting a more reliable passenger rail network, while anchoring skilled manufacturing employment in regional NSW.
