Vietnam’s Ministry of Industry and Trade (MOIT) has issued a digital transformation plan for 2026, setting out priorities to strengthen digital government, improve online public services and develop digital skills across the ministry. The plan builds on national strategies for science, technology and innovation, as well as progress made during 2025. It also acknowledges ongoing challenges, including data fragmentation, uneven system integration and skills gaps, which the ministry aims to address through targeted institutional, technical and workforce reforms.

Legal and institutional foundations for digital government

The plan was issued under Decision No 447/QĐ-BCT and is aligned with broader government directions on national digital transformation. MOIT will continue reviewing and issuing detailed regulations and implementation guidance for laws passed by the National Assembly in 2025, with the aim of ensuring consistency across the legal system.

In parallel, policies related to science, technology, innovation and digital transformation will be updated to remove barriers and support implementation. This approach mirrors wider efforts across central government, including initiatives highlighted in Vietnam’s push towards full digitalisation of public administration.

Targets for digital operations within the ministry

For internal government operations, MOIT has set specific and measurable targets. By 2026, all officials and public employees are expected to be equipped with appropriate work devices and issued with specialised digital signatures to enable secure electronic processing.

All work dossiers are to be handled electronically, with 80% of documents and case files processed end to end in the digital environment. In addition, 100% of eligible administrative procedures will be delivered as fully online public services.

Improving data use and administrative services

Addressing data quality and interoperability is a core focus of the 2026 plan. MOIT recognises that some existing databases were developed many years ago and lack consistency, limiting effective data sharing between systems.

To improve the experience for businesses and citizens, the ministry aims for at least 80% of information and documents required for production and business-related procedures to be provided only once to state authorities. This is intended to reduce administrative burden and improve processing efficiency.

Building digital skills across the public sector

Human resources development is identified as a critical enabler of successful digital transformation. Under the plan, 100% of MOIT officials and employees will receive training in digital skills, ensuring a baseline level of competence across the organisation.

In more specialised roles, 50% of staff working in information technology and digital transformation functions will be trained in data management. This focus reflects the growing importance of data-driven decision-making, also seen in Vietnam’s expanding technology landscape and its emergence as a regional centre for innovation, including areas such as artificial intelligence investment.

Supporting the digital economy and society

Beyond internal reforms, the plan links digital government with wider economic and social outcomes. MOIT is targeting a satisfaction rate of at least 95% among citizens and businesses using online public services, signalling an emphasis on service quality as well as availability.

The ministry also plans to promote digital products and service ecosystems, supported by clear monitoring and evaluation criteria. Support for digital technology enterprises is intended to contribute to the growth of the digital economy within the industrial and trade sectors, complementing national development priorities.
