Indonesia Issues Second Summons to Meta and Google Over Child Safety Compliance

Indonesia’s Ministry of Communication and Digital Affairs has issued a second summons to Meta and Google after the companies failed to attend an initial inquiry into their compliance with new regulations designed to protect children online. The move forms part of the government’s enforcement of Government Regulation No. 17 of 2025 on Electronic System Governance for Child Protection, known as PP Tunas, which came into force on 28 March 2026. According to official reporting, authorities may issue up to three summonses before administrative sanctions are imposed.

The summons targets Meta, which operates Facebook, Instagram and Threads, and Google, the owner of YouTube. Officials determined that the platforms have not yet met requirements under the regulation, which sets standards for how digital service providers must manage and safeguard children’s online experiences.

Government Steps Up Enforcement of Child Protection Regulation

Alexander Sabar, Director General of Digital Space Oversight at the ministry, said the second summons follows requests from both companies to postpone the first hearing while they conducted internal coordination.

Sabar noted that although the companies responded to the initial request, the obligation to attend the inquiry has not yet been fulfilled.

Compliance Seen as Central to Safer Digital Environments

The ministry emphasised that adherence to the regulation is not simply an administrative requirement. Officials argue that timely compliance from digital platforms is necessary to reduce risks faced by minors online, particularly as social media and video-sharing services play an increasing role in young people’s digital lives.

The PP Tunas framework is part of Indonesia’s broader effort to strengthen safeguards for minors in the digital ecosystem. Alongside regulatory enforcement, authorities are also promoting platform accountability and digital literacy initiatives, reflecting wider multi‑faceted measures to safeguard children online.

Possible Administrative Sanctions for Non‑Compliance

Under Ministerial Regulation No. 9 of 2026, which implements PP Tunas, digital platform operators that fail to meet regulatory requirements may face administrative sanctions. These measures escalate progressively depending on the level of non-compliance.

  • Written warnings: Formal notice requiring corrective action within a specified timeframe.
  • Temporary suspension of access: Restricting platform availability while compliance issues are addressed.
  • Full blocking: Complete restriction of the platform if violations remain unresolved.

The ministry has indicated that enforcement will continue if platforms fail to respond to the current summons. The approach reflects Indonesia’s increasing regulatory focus on platform responsibility, building on earlier initiatives combining policy oversight and digital literacy programmes to advance online child safety.
